Skyhawks Security Organization Charter
Preamble
This Charter serves as the foundational document for the governance, operation, and structure of Skyhawks Security, hereinafter referred to as “SKYSEC.” It outlines the roles, responsibilities, and relationships among the various components of the organization.
Article I: Establishment and Purpose
- Name: The name of the organization shall be Skyhawks Security, abbreviated as SKYSEC.
- Purpose: SKYSEC is established to provide specialized security, rescue, and logistics services across the universe.
Article II: Founder
- Role: The Founder is the original creator of SKYSEC and serves as the ultimate authority.
- Veto Rights: The Founder retains veto rights over decisions made by the Command Council in limited circumstances, including but not limited to, matters that could fundamentally change the organization’s mission or dissolve the organization.
- Appointment Powers: The founder may appoint members to temporarily act in the capacity of a command council position as defined in Article III, Section 1, if:
- There are less than 50 members in the organisation,
- There are more than 50 members in the organisation, and a Command Council member resigns their position.
Article III: Command Council
Section 1: Composition
The Command Council shall consist of the following roles:
- Chief of Security Corps
- Chief of Rescue Corps
- Chief of Logistics Corps
- Commander-in-Chief (Chair of the Command Council)
Section 2: Election
The members of the Command Council shall be elected through a general election process. The following conditions must be met for the election to be valid:
- The organization must have a minimum of 50 members.
- At least 50 members must participate in the voting process for each role.
- Individuals may either nominate themselves or be nominated by another member.
- The nominee must have been a member for not less than 12 months.
- The nominee must hold a Membership Grade of Grade 2, as defined in Article V, Section 3.
Section 3: Term
The term for each Command Council role shall be one year, with the option for re-election.
Section 4: Responsibilities
The Command Council is responsible for the strategic direction and overall governance of SKYSEC. The Council shall:
- Meet at least once monthly to chair a Directions Board.
- Make strategic decisions that guide the organization.
- Keep minutes of each Directions Board meeting for transparency and accountability.
Section 5: Founder’s Veto Rights
The Founder retains veto rights over the Command Council’s decisions in limited circumstances, as defined in Article II.
Article IV: Service Corps
Section 1: Security Corps
- Purpose: To provide comprehensive security services to clients, ensuring the safety of assets and personnel.
- Roles:
- Threat Assessment: Conduct detailed evaluations of potential risks in operational areas and for client assets.
- Risk Mitigation: Develop and implement strategies to minimize identified risks, including the deployment of security personnel and technology.
- Patrol and Surveillance: Regularly monitor designated areas, both in space and on planetary surfaces, to deter unauthorized activities.
- Asset Protection: Safeguard valuable assets during transit or while stationed, utilizing advanced security measures.
- Emergency Response: Act swiftly in crisis situations to neutralize threats and secure areas.
- Law Enforcement Support: Collaborate with local law enforcement agencies to maintain public order and safety, as per contractual agreements.
Section 2: Rescue Corps
- Purpose: To provide critical search and rescue operations, ensuring the safety and well-being of clients and their personnel.
- Roles:
- Search and Rescue: Locate and recover individuals or assets that are lost or in distress.
- Medical Assistance: Provide immediate medical care in emergency situations, including zero-gravity medical services.
- Emergency Response: Deploy teams to manage crises, from natural disasters to hostile situations.
- Combat Medics: Attach medical personnel to Security Corps units for immediate medical support during operations.
Section 3: Logistics Corps
- Purpose: To offer reliable and efficient logistics solutions, ensuring the smooth operation of clients’ supply chains.
- Roles:
- Warehousing and Distribution: Store and manage inventory in secure facilities, ensuring timely distribution.
- Transportation and Delivery: Safely transport goods and assets across various terrains and through space.
- Supply Chain Management: Oversee the entire logistics process, from procurement to delivery, optimizing for efficiency and cost-effectiveness.
- Resource Allocation: Ensure that both the Security and Rescue Corps have the necessary equipment and supplies for their operations.
Article V: Membership
Section 1: Eligibility
- General Eligibility: Membership is open to individuals who are committed to the objectives of SKYSEC and are willing to abide by its Charter and Code of Conduct.
- Application Process: Prospective members must complete an application form and undergo an interview with a designated officer who is not below Grade 2 within any given service corps.
Section 2: Progression Requirements
- Training: All members are required to complete basic training modules specific to their Service Corps. Additional specialized training may be required for certain roles.
- Recommendation for Promotion: Members must receive a formal recommendation from their immediate superior officer to be considered for promotion.
- Promotion Approval: Promotions to Grade 2 must be approved and signed by at least one Grade 3 officer within the respective Service Corps. Promotion to Grade 3 must be approved and signed by at least one Command Council member.
Section 3: Membership Grades
The membership of SKYSEC is organized into three distinct grades. These grades serve as the hierarchical structure within the organization and are essential for the effective functioning and organization of SKYSEC.
- Grade 1: Entry-level members who are the backbone of our operations across all Service Corps.
- Grade 2: Intermediate members who have displayed leadership qualities and are responsible for leading teams within their respective Service Corps.
- Grade 3: Senior members who have extensive experience and are responsible for overseeing multiple teams or even entire units within their respective Service Corps.
Section 5: Compliance With Orders
All members must comply with lawful orders given by a superior officer. Failure to do so is grounds for disciplinary action, up to and including termination of membership.
Section 6: Voluntary Termination
1.1 Members may voluntarily terminate their membership by submitting a written request to their immediate superior officer, who is not below Grade 2 within any given Service Corps.
1.2 Upon receipt of the request, the superior officer shall forward it to the Command Council for final approval.
Section 7: Involuntary Termination
2.1 A member may be involuntarily terminated from SKYSEC for the following reasons:
- Failure to comply with the organizational charter
- Failure to comply with the code of conduct
- Failure to comply with Discord (Community) Rules
- Extensive Absence Without Notice for a period exceeding six months
2.2 The process for involuntary termination shall include a Notice to Show Cause, to be issued by a superior officer who is not below Grade 2 within any given Service Corps.
2.3 The member shall have a period of 14 days from the date of the Notice to Show Cause to respond. Failure to respond within this period may result in immediate termination.
2.4 All involuntary terminations must be approved by the Command Council and ratified by the Founder in cases that involve Grade 3 members.
Article VI: Amendments
- Process: Amendments to this Charter may be proposed by the Command Council and must be approved by a two-thirds majority of the Council.
- Founder Approval: Any amendments to this Charter must be ratified by the Founder.
Article VII: Dissolution
- Process: Dissolution of SKYSEC can only occur with the approval of the Founder and a unanimous vote by the Command Council.
Article VIII: Special Forces Units
Section 1: Authorization
Special Forces units may be established within SKYSEC for specific, sensitive operations. The creation of such units requires unanimous authorization from the Command Council.
Section 2: Oversight
Special Forces units will report directly to the Command Council. The Council is responsible for oversight and will receive regular, classified briefings on the units’ activities. Updates must be provided to the council at least monthly.
Article IX: Secrecy and Confidentiality
Section 1: General Secrecy Requirement
All members of SKYSEC are bound by an oath of secrecy and may be subject to non-disclosure agreements. Unauthorized disclosure of sensitive information is grounds for immediate termination and further legal action.
Section 2: Special Provisions
Special provisions for secrecy may apply to members involved in sensitive operations, including but not limited to Special Forces units.
